Madarsa Islamia Shamsul Hoda, established in 1912 in Patna’s Lalbagh area, is the only state-run Islamic seminary in Bihar. Sprawled over a 1.6-hectare urban campus, it offers education from primary through master's (Fazil) level, combining classical Islamic disciplines with modern subjects. Affiliated with Maulana Mazharul Haque Arabic & Persian University, it serves around 350 students despite current staff shortages. Known for cultivating scholars and civil servants, the madrasa features Victorian-era architecture, residential facilities, and a mosque (Noori Masjid) on-site. Its century-plus legacy continues through government support and planned modernization initiatives.
Madarsa Islamia Shamsul Hoda was founded in 1912 by Justice Syed Noorul Huda in memory of his father, the scholar Syed Shamsul Huda . As one of the oldest Arabic–Islamic educational institutions in Bihar, it was the pioneer site for the Bihar Madrasa Examination Board in 1919 — underscoring its historical importance . Nestled directly opposite Patna Science College on Ashok Rajpath and along Bari Path, the madrasa occupies a 4-acre urban campus with residential hostels, classrooms, a mosque (Noori Masjid), and administrative offices . Academically, the madrasa delivers a hybrid curriculum. Islamic subjects include Tajweed, Tafsir, Hadith, Fiqh, and Arabic literature, while modern courses cover Mathematics, Science, English, Urdu, and Hindi . It offers junior (primary to class X) and senior sections (Moulvi to Fazil/M.A.), though enrollment, especially in the junior level, has dwindled due to faculty shortages . Once a hub for aspiring scholars, civil servants, and educationists — with alumni reaching IAS, JNU professorships, high court roles, and university leadership — the institution has produced notable figures such as Punjab DGP Izhar Alam and ex-minister Abdul Ghafoor . The madrasa's historical campus features colonial-era architecture, reflecting its foundational period . The attached Noori Masjid, built on land donated by Justice Huda, serves as the main congregational mosque . Despite its legacy, the institution confronts serious challenges. As of early 2022, it had only 4 teachers against 21 sanctioned posts, with the junior section hosting only a single teacher nearing retirement — a situation exacerbated by government hesitancy to fill positions with permanent staff . In June 2023, Patna’s divisional commissioner directed the Education Department to equip the madrasa with necessary modern resources and constituted a governance body with ten members including the principal, regional education officer, and university staff . Today, the madrasa continues operations with around 350 students, offering residential facilities and full board at no cost. Admission runs from primary through Fazil (master's), but its future depends on timely recruitment and modernization .
