Though the exact date of establishment isn’t officially documented, local accounts detail that its construction coincided with Bhubaneswar being declared the capital of Odisha, prompted by the influx of Muslim construction workers and government employees—many of whom were Hafiz of the Quran—who settled in the area and required a central place for communal prayer. The Odisha government allotted land, and through community donations, the mosque along with an affiliated madrasa (Jamiul Uloom) was built, with a capacity to welcome around 5,000 worshippers.
