Born on November 2, 1927, in Bareilly to a prominent scholarly family—as the son of Mufti Hakimul Islam Hazrat Allama Shah Hasnain Raza Khan and grandson of Ustad-e-Zaman Hazrat Maulana Hasan Raza Khan—Sibtain Raza Khan was a direct descendant of the renowned Imam Ahmed Raza Khan Barelvi, founder of the Barelvi movement. From a young age, he immersed himself in religious studies, mastering Islamic jurisprudence, theology, and Arabic poetry, eventually earning the prestigious title Ameen-e-Shari'at for his authoritative interpretations and defenses of traditional Sunni practices.
